The Convenor welcomed all present. 2. Apologies were received from the above Members. AGENDA ITEM 3: MINUTES & MATTERS ARISING FROM THE PREVIOUS MEETING 3. The minutes of the previous meeting, 25th July 2008, held at The Albert Memorial Hall, Ballater were approved with amendments to paragraph 64 to indicate that Dave Fallows did not propose that all planning committee information be issued to Board Members on CD. He was giving examples of issues across the board relating to the way information could be shown to Board Members and the possible methods that could be used. 4. An amendment was also proposed to Paragraph 66 to change the date from July to August. 5. There were no matters arising. AGENDA ITEM 4: DECLARATION OF INTEREST BY MEMBERS ON ANY ITEMS APPEARING ON THE AGENDA 6. Marcus Humphrey declared an interest in Planning Application No. 08/285/CP. AGENDA ITEM 5: PLANNING APPLICATION CALL-IN DECISIONS (Oral Presentation, Andrew Tait) 7. 08/277/CP - No Call-in 8. 08/278/CP - No Call-in 9. 08/279/CP - No Call-in 10.08/280/CP - The decision was to call-in the application for the following reason : • The proposed development is for a new visitor facility in a forest setting within a designated Area of Great Landscape Value. The development by reason of its nature and location is of significance to the collective aims of the national park, including the conservation and enhancement of the natural heritage of the area, the promotion of understanding and enjoyment of the special qualities of the area by the general public and also the social and economic development of the area. 11.08/281/CP - No Call-in 12.08/282/CP - No Call-in 13.08/283/CP - No Call-in 14.08/284/CP - No Call-in 15. Marcus Humphrey returned. 19.08/286/CP - The decision was to call-in the application for the following reason : • The proposal is for a relatively large scale tourist based accommodation provision and is partially within and close to a range of designated sites and also within the Cairngorms National Scenic Area. The proposal therefore raises issues in relation to natural heritage and the sustainable social and economic development of the community of Glenmore and its planning for the future. 20.08/287/CP - The decision was to call-in the application for the following reason : • The advertising signs are proposed in a prominent position adjacent to the A9, which is the principle carriageway through the western side of the National Park. The proposed advertising signage, by reason of its location and size is of general significance to the aims of the National Park and in particular raises issues in relation to the conservation and enhancement of the natural heritage of the area and the promotion of the enjoyment of the special qualities of the area by the general public. 21.08/288/CP - No Call-in 22.08/289/CP - The decision was to call-in the application for the following reason : • Having regard to the nature and scale of this proposal in this open rural landscape setting, the development is considered to be of general significance to the aims of the national park, including in particular the aim of conserving and enhancing the natural heritage of the area and also the promotion of the sustainable economic and social development of the area. 23.08/290/CP - No Call-in 24.08/291/CP - No Call-in 25.08/292/CP - No Call-in COMMENTING ON APPLICATIONS NOT CALLED-IN BY THE COMMITTEE 26.The Members wished to make comments to the Local Authorities on the following Planning Application No’s 08/284/CP, 08/285/CP & 08/291/CP. The planning officers noted these comments and were delegated with the responsibility of whether or not to submit the comments to the Local Authorities. AGENDA ITEM 6: ANY OTHER BUSINESS 27.Duncan Bryden informed Members that there were a couple of items under AOB. 28.Duncan Bryden informed the Committee that the training day scheduled for the 29th August had been cancelled. 29.Duncan Bryden informed the Committee that a date had been set for the Sustainable Design Guide workshops which would take place on the 1st and 2nd of October. 30.David Green informed the Committee that some people involved in the Harris initiative for a Harris National Park were coming to visit the CNPA on 21st August. David Green advised that they would be attending the Planning Committee in Boat of Garten on the 22nd and their stay would also incorporate activities such as a visit to a wind farm and a trip on the funicular at Cairngorm Mountain. There would also be a dinner held with members of the CNPA Board. 31.Bruce Luffman flagged up an issue and confusion over different dates proposed for the Sustainable Design Guide workshop, Duncan Bryden said he would look into the issue when Karen Major was back from holiday.
